Virginia I-95 Toll Plan Would Feature One Location North of N.C.

The portion of Interstate 95 running through Virginia would have one tolling location — near the North Carolina state line — under a plan Virginia is preparing for the federal government.

State officials presented details of the plan to the Commonwealth Transportation Board June 20 and are presenting them at meetings with local officials around the state.

Trucks would pay a $12 toll in each direction and cars $4 at the proposed tolling site between mileposts 20 and 24, about 20 miles north of the state line and just north of Emporia, Va.

Virginia Department of Transportation spokeswoman Tamara Rollison said the plan, to be submitted to the Federal Highway Administration later this summer, is not final.



Virginia Trucking Association President Dale Bennett said that with only one tolling site, the plan is close to what Gov. Bob McDonnell (R) once proposed —a toll booth at the state line.

“That’s basically what it is, a border tax,” Bennett said of the one-site tolling plan.

The trucking industry is opposed to tolling existing interstates, something federal law prohibits. But Congress created a pilot program last year under which three states, including Virginia, would be allowed to toll interstates.
