Restrictions Prevent Many Carriers From Retrofit Funds

any longhaul carriers are ineligible for state and local emission-control retrofit grants because they do not do enough business in the geographic areas the programs cover, transportation officials said.

Texas and California, for example, both fund grants providing money to retrofit trucks with emission-reduction systems — but only if 75% of the business done by a fleet or owner occurs within specific geographic boundaries.

The Environmental Protection Agency sets programs’ geographic coverage to ensure federal air-quality standards are being met — a process often highly localized — said Steve Dayton of the Texas Emissions Reduction Plan, a program run by the Texas Commission on Environmental Quality.
