Just three days after it was apparently killed, New York lawmakers were on the brink of reaching a deal to pass a measure that would impose “congestion fees” on cars and trucks operating in downtown New York City, the New York Daily News reported Thursday.

State leaders and New York Mayor Michael Bloomberg were on the brink of a deal to approve the plan, which would put fees of $21 on trucks and $8 on cars in Manhattan, below 86th Street, the paper reported on its Web site.

The plan could help the city qualify for more than $500 million in federal transportation funds, officials told the paper.

A deal could be finalized as early as Thursday, the Daily News said, citing city sources.
