In the context of compiling statistics or developing legislation, what should the definition of cargo theft be?

Transporters can have full loads hijacked or stolen, but there can also be organized crime or employee theft going on in freight terminals involving small-package losses.



Perhaps statistics or legislation should not refer to theft, but rather all “unresolved shortages of goods in transit.”
