find it troubling that shippers are either requesting or demanding carriers to increase security measures for cargo transport, but are not willing to increase their rates to compensate the carrier for the added cost of such measures.

Carriers are fully aware of the importance of security of cargo while in transit; however, shippers need to take into account that carriers are business partners and look at bottom-line profitability just as they do.

Therefore, shippers making such demands should be willing to step up to the plate and partner with their carriers and bear the cost for their requested services.
