The national average price of regular gasoline fell by a penny over the past two weeks to $1.95 a gallon, the first decline of the year, according to the latest Lundberg Survey of filling stations released Sunday.

The price is $1.31 lower than the price at this time last year, analyst Trilby Lundberg said in her latest report, which is issued twice a month.

The highest price was in Honolulu at $2.36 a gallon, while the lowest was in Cheyenne, Wyo., at $1.67, the survey said.

Meanwhile, oil prices to more than $53 a barrel in early trading Monday on a lower U.S. dollar, Reuters reported.

That was the highest price since Dec. 1 and is up from near $40 at the beginning of the month, according to New York Mercantile Exchange figures.
