Former DOT Chiefs Peters, Mineta to Unveil P3 Study Next Week

Former transportation secretaries Mary Peters and Norman Mineta will headline the release of the Eno Center for Transportation’s study examining the role of public-private partnerships to pay for infrastructure projects.

The nonprofit is scheduled to unveil the study during April 29 at the Rayburn House Office Building in Washington. Peters and Mineta, transportation secretaries under President George W. Bush, will participate in a panel discussion about the study.

The study provides clarity for policymakers, legislators, and officials by breaking down case studies about the financial structures used in the partnerships, commonly known as P3s, according to the Washington-based group.

In recent years, a growing number of states have relied on P3s to lessen burdens on taxpayers. A typical P3 structure consists of capital from investors for projects that show a return on investment over time in tolls or dedicated debt payments.



P3s have long been a popular idea among conservatives who encourage efforts to engage the private sector in day-to-day government operations.

Proponents argue financial set ups are another instrument to assist states with rebuilding projects by guaranteeing companies a repayment system for their investments.
