he Senate has indefinitely delayed confirmation of Annette Sandberg to be administrator of the Federal Motor Carrier Safety Administration because one senator has placed a “hold” that stops action on her nomination, Capitol Hill sources told Transport Topics last week.

A hold is an informal practice in which a senator notifies the floor leader that he or she does not want a piece of legislation or nomination to reach the floor for consideration.

Sen. Craig Thomas (R-Wyo.) has requested the Senate delay a vote on Sandberg because of a proposed FMCSA rule that would grant an exemption to people with diabetes to drive trucks in interstate commerce.
