Pennsylvania, Arizona Accelerate Truck Parking Expansion
Both States Adding Hundreds of Spaces Along Freight Routes

Both states are in the midst of ambitious plans to rapidly increase the availability of safe parking areas for truckers traveling within and through their borders.
“As a commercial driver’s license holder, I know how critical safe parking options are for the people who keep goods moving to and through Pennsylvania. The Shapiro administration is wasting no time in making good on this commitment to give them more options to meet their federal rest requirements,” said Mike Carroll, Pennsylvania Department of Transportation secretary. “This is a common-sense approach to enhance safety, and the department is looking at ways to add even more spaces.”
Pennsylvania Converts Land Areas
The Pennsylvania Department of Transportation has added 339 new truck parking spaces in weigh stations, along interstate on-ramps and in vacant highway right-of-way areas.
These additions are part of a plan to create at least 1,200 new slots without having to build new facilities.
The state has added truck parking to these locations and counties:
- Pennsylvania Route 100 northbound weigh station, Chester.
- I-79 northbound and southbound weigh stations in Butler; southbound in Washington.
- I-81 northbound and southbound weigh stations, Franklin, Schuylkill.
- I-83 northbound and southbound weigh station, York.
- I-380 northbound and southbound weigh stations, Lackawanna.
Truck parking spaces also have been added to two interstate on-ramps: I-99 in Blair County and I-79 in Erie County.
PennDOT and Pennsylvania State Police collaborated to select sites able to be quickly and cost-effectively converted into new truck parking.

Drivers can identify the 24 new areas because they are marked with truck-parking signage installed by PennDOT.
Other locations with new parking areas are:
- At Pennsylvania Route 9404/William Penn Highway Park and Ride in Northampton County, as well as off state Route 315 in Luzerne County and Route 6 in Pike County.
- Off I-70 in Fulton County.
- Along U.S. Route 11 in Snyder County in two locations.
According to PennDOT, this effort is the first statewide expansion of designated parking spaces without having to build facility construction projects, while providing safe options for commercial drivers to meet federal hours-of-service rest requirements, helping to address a longstanding, nationwide challenge and improving driver safety.
Arizona Revamps Rest Areas
The Arizona Department of Transportation is in the midst of adding truck parking to many of the state’s 27 rest area facilities. Recently, the agency took a cost-efficient approach to increase truck spaces along I-17 at the Sunset Point Rest Area, Black Canyon City and Cordes Junction. The previous parking area had 27 commercial vehicle spaces that were often filled.
The new lot was developed in a $4.1 million project with 19 truck parking spaces and ramadas. Instead of asphalt, the ground surface was covered with gravel supported with a grid, which costs about half as much as pavement. Its permeable surface maximizes parking space since it needs no water retention areas.

ADOT plans to add hundreds of commercial truck parking spaces at seven rest areas along interstates to meet demand on freight corridors. In December, ADOT opened 57 new truck parking spaces at the Haviland Rest Area on I-40 west of Kingman.
This year, these rest areas will have more places for truckers to park.
- I-40 Parks Rest Area: This facility west of Flagstaff will reopen this spring with an extra 21 spaces to 18 existing spots.
- i-17 Christensen Rest Area: A conversion of 21 existing parking slots will be ready in a few months only for truck parking.
- I-10 Burnt Wells Rest Area: This facility west of Phoenix will add 125 spaces in late 2026.
In late 2027, ADOT aims to add 133 truck parking spots to the I-40 Meteor Crater Rest Area, west of Winslow.
