Mark Doughty is the new president and chief operating officer of Phoenix-based Help Inc., a 501(c)3 that is the provider of PrePass, an advanced weigh station bypass and toll management platform that seeks to improve highway safety and efficiency. Doughty had been Help’s vice president since 2015.

Doughty succeeds Karen Rasmussen in the role of president. Rasmussen will continue to serve as chief executive officer.

“I am extremely pleased that the Help board recognized Mr. Doughty’s value in assisting in fulfilling our mission of truck safety and efficiency,” Rasmussen said. “He is a man of great integrity whose knowledge of the transportation industry, along with safety and tolling technology, will serve Help well in the coming years.”

PrePass says it is the only preclearance service that has proved 100% accuracy in correctly reading weigh-in-motion scales and accurately matching the weight to the correct vehicle. Over a half-million commercial vehicles from qualified fleets have been electronically prescreened and utilize PrePass services based on their compliance with federal and state safety and credential requirements.



Before joining Help in March 2013, Doughty served as the COO of Contractor Management Services for several years. Doughty began his career at Discover Financial Services, where he held several executive positions over a 13-year period.
