Despite efforts by American Trucking Associations to prevent its implementation, the Transportation Security Administration put a program in place Jan. 31 to check the background of any driver seeking a hazardous materials endorsement on a new commercial driver license.

By May, TSA had expanded the background checks to include drivers renewing their licenses to haul hazmats.
