he California Legislature passed a bill that officials said would prevent shipping lines from unilaterally terminating business relationships with intermodal trucking companies.

It would also prevent shipping lines from charging trucking companies late fees for delayed equipment returns when the delays were caused by the shipping line or the port terminal.

“My legislation will stop marine terminals from locking out truckers without a fair hearing and it will put an end to unfair penalties and fees when truckers can’t return containers through no fault of their own,” said Sen. Richard Alarcon, the bill’s sponsor.

The bill, passed Aug. 27, would require some form of dispute resolution before cutting off a carrier’s business.
