ATA Taps Osiecki as Policy Head

Digges as New General Counsel

American Trucking Associations announced last week it has promoted two officials in its policy and legal departments.

In a Jan. 6 e-mail to staff, ATA President Bill Graves said Dave Osiecki was elevated to senior vice president of policy and regulatory affairs and Bob Digges had become chief counsel.



Graves said that, along with the promotions, ATA was separating its legal and regulatory departments.

“In this new position, [Osiecki] will lead our policy and regulatory teams during these challenging times for our industry,” Graves said.

After the announcement, Osiecki told Transport Topics he was looking “forward to the new challenges that the responsibilities will bring.”

Osiecki had been vice president of safety, security and operations. He first joined ATA in 1996 after spending a decade at the U.S. Department of Transportation.

Graves said Digges “has been a vital contributor to the ATA membership through his effective and successful litigation efforts.  I am pleased to have Bob lead our legal team.”

Digges, previously ATA’s deputy chief counsel, has been with the federation for 25 years. Before he joined ATA, Digges worked in the West Virginia Attorney General’s state tax division.

The changes follow the resignation of Rick Holcomb, ATA’s general counsel and senior vice president of the combined law and regulatory affairs department.

Holcomb resigned Dec. 31. He had taken a leave of absence in mid-November to work on the transition team for Bob McDonnell, governor-elect of Virginia.
