The majority of five conservative justices said the federal law that generally shields USPS from lawsuits over missing, lost and undelivered mail includes “the intentional nondelivery of mail.”

The U.S. Postal Service is cutting ties with drivers who hold non-domiciled commercial driver licenses and have not been subjected to careful internal vetting, the agency said.

The U.S. Postal Service said Dec. 17 it intends to open its last-mile delivery network, the most expensive part of the shipping process, to large and small shippers.

The changes will raise shipping services prices approximately 6.6% for Priority Mail service, 5.1% for Priority Mail Express service, 7.8% for USPS Ground Advantage, and 6% for Parcel Select.

David Steiner said USPS should work with more customers to provide final- or last-mile delivery to individual homes and businesses, the most expensive and labor-intensive part of delivery.

Before the measure took effect, the postal union sent a letter to U.S. Secretary of State Marco Rubio to express concerns about its impact.
