he Transportation Security Administration unveiled a long-awaited plan to delay at least to April 1 its earlier deadline for states to begin fingerprinting people who apply for new or renewal certifications to haul hazardous materials.

The agency also said states could apply to further extend that deadline to Dec. 1, 2004, pushing the anti-terrorist security measure more than a year into the future.

Industry officials said TSA’s new rules helped by changing what had been an unworkable timetable, but several said it was still not clear how some crucial parts of the program would function.

Clifford Harvison, president of the National Tank Truck Carriers, sent a note to his members saying, “The good news is that the tank-truck industry has been given some ‘breathing room’ in terms of compliance dates. The bad news is that both management and the driver corps will have to pay close attention as the rules begin to be implemented.”
