survey conducted by the Government Accountability Office revealed that about half the states in the U.S. are planning new toll roads, the Indianapolis Star reported Monday.

States are turning to tolling to ease congestion and create new means of gathering funds, the Star said.

Legislation passed in 2005 eased tolling restrictions and provided funding for pilot projects which would allow states collect tolls on new interstates or implement tolling on existing roads to ease congestion.

About 18 states have expressed interest in the pilot programs to the Federal Highway Administration, the Star said.
