FMCSA has ruled the Unified Carrier Registration board is subject to the Administrative Procedures Act, thus requiring it to follow a more lengthy process before its rules can take effect than originally expected.“Obviously, there’s no way we can finish before the 2007 registration year,” said Rick Schweitzer, a member of the board and general counsel for the National Private Truck Council. “This even, perhaps, puts that in jeopardy for the 2008 registration year.”
