SSRS Replacement Slowed By FMCSA Ruling on UCR

embers of the board charged with crafting a replacement for the Single State Registration System said a recent decision by the Federal Motor Carrier Safety Administration could delay the timetable for completing its work.

FMCSA has ruled the Unified Carrier Registration board is subject to the Administrative Procedures Act, thus requiring it to follow a more lengthy process before its rules can take effect than originally expected.

“Obviously, there’s no way we can finish before the 2007 registration year,” said Rick Schweitzer, a member of the board and general counsel for the National Private Truck Council. “This even, perhaps, puts that in jeopardy for the 2008 registration year.”
