resident Bush intends to nominate Charles Nottingham to be a member — and upon Senate confirmation chairman — of the Surface Transportation Board, the White House said.

Separately, National Transportation Safety Board Member Ellen Engleman Conners left the National Transportation Safety Board this week to become chief executive officer of the Indiana Association of Realtors.

Nottingham would serve the remainder of a five-year term expiring Dec. 31, 2010, following the departure late last year of former STB chairman Roger Nober, who took a position with a transportation lobbying firm in March. (Click here for previous coverage.)

Nottingham currently serves as associate administrator for policy and government affairs at the Federal Highway Administration. Prior to that, he was counsel to the House Committee on Government Reform’s subcommittee on technology and information policy.

Earlier in his career, he was Transportation Commissioner for the Virginia Department of Transportation.
