No Hours Rule This Year

WASHINGTON — Revisions in the hours-of-service regulations for truck drivers are unlikely to be finalized by year-end, a congressional panel was told last week.

Clyde J. Hart Jr., acting deputy administrator of the Federal Motor Carrier Safety Administration, told the House Ground Transportation Subcommittee June 22, “Frankly, I don’t think it’s a possibility” that the rule will be finished before 2001.”

The likely delay is in sharp contrast to the commitment Secretary of Transportation Rodney E. Slater and other federal officials have made to improve safety on the nation’s highways as soon as possible.

Slater pushed for the final trucking rule to come out before the Clinton administration leaves Washington in January, and picked Hart, the experienced leader of the Federal Maritime Administration, to shepherd the rulemaking to conclusion.
