ICC Transition Should Be Model For Carrier Office, Says Morgan

Surface Transportation Board Chairman Linda J. Morgan has some advice for employees of the new Federal Motor Carrier Safety Administration: work hard and work fast to implement the instructions given you by Congress.

Morgan understands what it’s like to work at an organization in transition. She presided over the demise of the Interstate Commerce Commission and the birth of the current STB in 1995 and has been under criticism every step of the way.

The STB’s birth is similar to that of the new truck safety agency. Both bodies were created after an 18-month period of congressional scrutiny. The House took the lead in creating them, with some crucial input provided by the Senate.

The Department of Transportation is keeping a low profile on its plans for its newest agency, other than to announce last week that Julie A. Cirillo, who has headed the former Office of Motor Carrier Safety since February 1999, would stay on as acting deputy administrator and acting chief safety officer.
