Hand in Hand With Weigh-in-Motion

Preclearance and weigh-in-motion, or WIM, often go hand in hand, but it is not always that way.

Both technologies screen trucks at highway speeds before the vehicles reach the weigh station, and while the two work well in tandem, WIM is not for everyone. Kentucky, for example, is very active in the Norpass preclearance network but uses little weigh-in-motion.

Joseph Crabtree, manager of intelligent transportation systems for the Kentucky Transportation Center, said the state found WIM was not cost-effective and that its needs could better be served with a sampling approach — randomly stopping trucks to be weighed on permanent scales.
