Interstate carriers hoping to recruit 18- to 20-year-olds to fill a shortage of big rig operators have hit a roadblock with insurers, which remain reluctant to sign on the statistically deadly group of drivers.

The Insurance Institute for Highway Safety of Arlington, Va., contends insurers have reason to be concerned about providing coverage for young truck drivers.
