CTA Predicts Broader U.S. EOBR Mandate

The Canadian Trucking Alliance said the U.S. Federal Motor Carrier Safety Administration will “inevitably” move toward broader electronic onboard recorder requirements, if not a universal mandate.

CTA said FMCSA likely would have preferred a broader mandate instead of the one issued April 2, but the rulemaking process made that difficult.



In issuing the final rule, FMCSA opened the possibility of requiring more carriers to use EOBRs, and said it would evaluate options later this year.

The April 2 rule will require that carriers with 10% or greater hours-of-service regulations after one compliance review use EOBRs for two years.

When it issues its EOBR mandate this fall, the Canadian government will likely issue a broad or universal mandate, CTA said. CTA supports a universal mandate.

There are fewer regulator hurdles to a universal mandate in Canada, CTA said.
