he U.S. Court of Appeals in Philadelphia ruled Tuesday that New Jersey’s rules banning large trucks from using local highways are unconstitutional, the Newark Star-Ledger reported Wednesday.

American Trucking Association said the ban, which forced trucks not making local stops to use major arteries, had cost the industry $1 million each year in tolls and operating expenses, the Star-Ledger reported.

New Jersey transportation officials plan to draft emergency rules that will keep trucks off certain roads for 60 days while the state maps out new truck routes, the paper reported, citing state Transportation Commissioner Kris Kolluri.

Kolluri said officials had not decided whether to appeal the ruling, the newspaper said.
