The $58 billion Transportation Appropriations bill for 2001 was signed by President Bill Clinton Oct. 23. The bill provides $55 million more for additional roadside inspections, $5 million for a large truck crash study, and about $10 million to help develop a database to identify truck drivers who have bad driving records. No money is authorized in the bill to implement the hours of service rulemaking.

The bill mandates states enforce a tougher blood alcohol reading of 0.08 or risk losing their highway road funds. The appropriations bill was sent to the White House on Oct. 11.
