The Cass Freight Index, which measures shipment activity in trucking and other transport modes, declined 3.1% in July from a year ago.

The report from Cass Information Systems, St. Louis, also noted a 2.3% decline in shipping activity in July from June.

The month-to-month dip was tied to declines in rail shipments in both carloadings, which fell 3.6%, and intermodal shipments, which fell 2.5%, the index said.

According to the report, the trucking sector showed some signs of capacity constriction in July, but it is still too early to determine if it is caused by new hours-of-service rules.
