Canada Moves Toward Mandatory eManifest for Truckers

The Canada Border Services Agency moved closer last week to implementation of its mandatory eManifest reporting requirements for truckers hauling goods into that country.

Canada has allowed carriers to voluntarily submit cargo and other information electronically rather than by paper at the border but has said that it planned to make electronic filing mandatory.

The mandatory eManifest regulations were pre-published last week in the Canadian equivalent of the U.S. Federal Register. The public and industry stakeholders can file comments for 30 days.

CBSA then will respond to the comments and make adjustments it deems necessary before publishing its final rule, the Canadian Trucking Alliance said in a posting last week on its website.



Once CBSA makes a subsequent announcement of its final rule and says eManifest will be mandatory, carriers will have 45 days’ notice of the compliance date, the Trucking Alliance said.

Canada has said that eManifest will allow border officials to more easily determine what cargo needs to undergo additional screening before it crosses the border.

The American version of eManifest, called Automated Commercial Environment, already is mandatory.
