California Begins Reefer Rule Reporting

The California Air Resources Board said it is now enforcing the identification and reporting requirements for California-based transport refrigeration units on trucks, trailers, shipping containers and rail cars assigned to terminals in the state.

Earlier this year, CARB said approval of the state’s waiver request by the U.S. Environmental Protection Agency meant it would begin full enforcement of the reefer regulation requiring emission-control retrofits on refrigerated trucks for engine model years 2001 and older on July 17.

American Trucking Associations has filed an appeal of EPA’s decision to grant the waiver from federal pre-emption and the authority to enforce the TRU regulation.
