he American Transportation Research Institute said Tuesday it has been commissioned by the U.S. Customs and Border Protection Agency to assess CBP’s truck e-manifest initiative.

The work will help document any border-crossing inefficiencies and will recommend ways to improve e-manifest efficiency.

Developed as a result of the Trade Act of 2002, the truck e-manifest is part of the CBP’s Automated Commercial Environment, or ACE program.

It enables motor carriers and manufacturers to electronically submit manifests to CBP prior to arrival at U.S. land border crossings to reduce processing time and allow for online tracking of shipments.

Truck e-manifests provide CBP officers with information to help expedite trade while keeping U.S. borders secure.

“This research . . . will provide the most comprehensive picture of what system improvements are available and where they should be brought to bear,” said Rebecca Brewster, ATRI's president.
