GAO Study Chides FMCSA for Lacking Measures to Monitor CSA Intervention Progress

The Federal Motor Carrier Safety Administration has taken action to improve the effectiveness and efficiency of Compliance, Safety, Accountability program interventions for high risk carriers but lacks measures to monitor progress, according to a new Government Accountability Office study.

The study, made public Oct. 27, analyzed the agency’s data-driven efforts to identify and intervene with negligent motor carriers by sending warning letters, conducting investigations or issuing civil penalties that attempt to remedy problems before crashes occur.

“FMCSA has dedicated significant resources to transition from a costly one-size-fits-all approach to a range of more effective and efficient interventions,” the GAO report said. “However, without improving the quality of information that FMCSA uses to evaluate its performance, the agency will continue to lack the information it needs to determine the extent to which it is achieving these fundamental programmatic improvements.”

The safety performance scores have been removed from public view pending an analysis. The study is a requirement of the 2015 Fast Act highway law.
