On Nov. 17, 1993 the House of Representatives passed the North American Free Trade Agreement Implementation Act, which required the border be opened to Mexican carriers.

More than 20 years later, The U.S.  announced on Jan. 9 that Mexican carriers would be allowed to run long-haul here provided they meet the same financial and operating standards as U.S. carriers.
