ASHINGTON — Two citizens groups that advocate tighter regulation of trucking said Monday that Congress should not write the driver hours-of-service regulations into law and renewed their call for the Department of Transportation to rewrite the rules with a lower maximum driving time.

Representatives of Citizens for Reliable and Safe Highways (CRASH) and Parents Against Tired Truckers (PATT) told reporters at the National Press Club here that they were worried the Senate would write the revised rules that were unveiled in August into the appropriations bill that funds DOT.

The groups also released a ranking that lists the 50 states by the number of truck-involved highway deaths in 2004 per 100,000 in population.

Joan Claybrook, CRASH’s chairwoman, urged the Federal Motor Carrier Safety Administration to rewrite the hours rules that went into effect Oct. 1 with tighter limitations on driving time.

Until that happens, she said, the group wants FMCSA to pursue rigorous enforcement of the rules.
