Foxx: No Timeline for HOS Study

Transportation Secretary Anthony Foxx has denied a congressman’s request for a timeline for the completion of a study into the Federal Motor Carrier Safety Administration’s latest changes to the hours-of-service’s 34-hour restart.

In a Sept. 18 letter to Rep. Richard Hanna (R-N.Y.), Foxx reiterated that FMCSA completed data collection for the study in July. But the agency “is committed to a robust and thorough analysis” and will only submit the report when that is complete.

“As a result, at this time I cannot predict the date on which the full report will be completed and submitted to Congress, but I assure you that we are working as expeditiously as possible,” Foxx said in a letter to Hanna, which Hanna’s office provided to Transport Topics.

Earlier in September, Hanna and 50 other members of Congress wrote to Foxx demanding a timeline for the study. Last year’s MAP-21 mandated that the study into the new restrictions on the 34-hour restart be completed by March 2013 and submitted to Congress by the end of September.



In that letter, the representatives accused FMCSA of enforcing a rule for which it did not complete proper analysis and study.

In the same week that Foxx sent his letter to Hanna, an FMCSA spokesman told TTit would miss the Sept. 30 deadline.
