FMCSA Acting Chief Outlines Year-End Priorities

In a letter to staff on Sept. 15, Scott Darling, the federal trucking regulatory agency’s acting chief, outlined several priorities for the remainder of the year.

The agency intends to fine-tune the Compliance, Safety, Accountability program’s safety management system’s (SMS) scores to commercial motor carriers. The fine-tuned language would be posted in the Federal Register in a few months. A significant portion of the trucking industry deems the SMS scores as flawed.

His to-do list also included publishing a safety fitness determination proposed rule for motor carriers, as well as improving the accuracy and timeliness of a database of registered motor carriers. Darling concluded his note by reminding staff that a final rule on electronic logging devices would be published later this year. He also indicated the agency launched a new version of its inspection software program: Aspen 3.0.

“Through my ongoing conversations with the FMCSA family, I know we remain committed to saving lives by working toward zero crash fatalities involving large trucks and buses,” Darling wrote.
