EOBRs Coming, Says FedEx's Duncan

T. PETE BEACH, Fla. — FedEx Freight Chief Executive Officer Douglas Duncan predicted that electronic onboard recorders will be required when the next version of truck-driver hours-of-service rules emerges from the Federal Motor Carrier Safety Administration.

Those rules are currently under revision. A federal court struck them down after a legal challenge brought by a coalition including Joan Claybrook’s Public Citizen organization, the Teamsters union, Parents Against Tired Truckers and others.

The court said FMCSA had not considered driver health in its revision of the HOS rules, which took effect in January, and also said that the safety agency should consider using on-board electronic recorders to monitor drivers’ hours.
