Joseph M. Clapp, departing administrator of the Federal Motor Carrier Safety Administration, told Transport Topics that the new hours-of-service plan was "somewhere in the final stages of review" within DOT.
Other DOT officials said parts of the reform plan had already been reviewed by the White House Office of Management and Budget and were being refined before DOT officially delivers it to OMB.
