Three weeks after a strike by longshoremen in New York ended in February 1965, truckers struggled to unclog the glut of freight at the port, forcing the Empire State Highway Transportation Association to call for a first-ever embargo on shipments, as reported in the March 8, 1965 edition of Transport Topics.

A similar scenario unfolded earlier this year on the West Coast as representatives of port operators and the International Longshore and Warehouse Union hammered out terms of a new contract.
