Canada Sets ‘Soft Enforcement’ Period for New HOS Rules

There will be a soft enforcement period until July 1, once Canada’s new truck driver hours-of-service rules take effect Jan.1, according to American Trucking Associations.

Despite the educational period, U.S. motor carriers with operations in Canada should be aware of possible differences in implementation among the provinces, ATA said.



Quebec may not be fully ready to put the rules into practice until at least Feb. 1, and New Brunswick until March 1.

Alberta, which will not be implementing the new regulations for intra-provincial operations, is prepared to put the nationwide federal rule in place for out-of-province motor carriers and drivers effective Jan. 1.

British Columbia may also decide upon an earlier hard enforcement date, ATA said. Transport Topics


Pa. Sets New Windshield-Wiper Law

Pennsylvania motorists must turn on their headlights whenever they use their windshield wipers in inclement weather starting in January, according to the state's Department of Transportation, the Associated Press reported.

The new law applies when the wipers are fully on and when they are in intermittent mode, AP said.

Violators may be fined $25, but fees and other costs will increase the amount to about $100. The law takes effect Jan. 29.

A separate law passed in May imposes substantial penalties against drivers if snow or ice on their vehicles injures or kills someone. Transport Topics
