WASHINGTON – Joseph M. Clapp, the former Roadway Corp. chairman who last year became the first permanent head of the Federal Motor Carrier Safety Administration, will retire before January, according to Transportation Secretary Norman Y. Mineta.

In an exclusive interview with Transport Topics in his offices on Nov. 20, Mineta said, "Joe's going to be leaving soon."

The secretary said that Clapp "has been a very thorough administrator" during his 13 months at FMCSA and "had knowledge of the issues."



Clapp, in a telephone interview from Florida where he was giving a speech, told Transport Topics Nov. 21 he did not yet have a fixed date for his departure, but confirmed it would be near year's end.
