Sandberg, acting administrator of the Federal Motor Carrier Safety Administration, said Feb. 3.

"We're working with the Transportation Security Administration to set up the exact procedures involved," Sandberg said in a brief interview with Transport Topics. "How they do that and run the program is being discussed."

Sandberg, speaking after a briefing on the Department of Transportation's 2004 budget, said, "We hope to come out with a final interim rule in 30 days." An interim rule would not delay the requirement from taking place, but would allow for public comment and possible later changes.
