CVSA Opposes House Bill Postponing HOS Enforcement

he Commercial Safety Vehicle Alliance said Thursday it opposes a House bill that would postpone until Jan. 1, 2006, the enforcement of new hours-of-service rules for truck drivers related to revised sleeper-berth provisions.

In a letter to Members of Congress, CVSA, which represents state, provincial and federal safety enforcement officials, said the legislation “will cause additional confusion among both enforcement officers and [truck] drivers.”

The group said that the results of a survey of its members, taken Monday and Tuesday following the Oct. 1 enactment of the latest version of the HOS rules, showed that citations are not being issued for sleeper-berth violations except when egregious.



“All other hours-of-service provisions are being enforced,” CVSA said.

House Transportation and Infrastructure Committee Chairman Rep. Don Young (R-Alaska), introduced H.R. 3943 on Sept. 29 that would “postpone enforcement of new rules governing rest periods for truck drivers using sleeper berths until Jan. 1, 2006.”
